Biennial Report

Large Quantity Generators (LQG) of RCRA-regulated hazardous waste are required to submit a Biennial Report by March 1st of every even numbered year. Businesses qualify as LQGs if they generate hazardous waste above any of the quantity thresholds below during any single calendar month in a reporting year (odd numbered year):

  • 2,200 pounds or more of hazardous wastes
  • More than 2.2 pounds of any acute hazardous wastes
  • More than 220 pounds of residue or contaminated debris from a spill of any acute hazardous waste

Biennial reports must identify the types and quantities of hazardous wastes handled and detail how the waste was managed, specifically addressing its generation, treatment, and disposition or shipment for off-site management. EPA and state agencies use this report to understand the current trends and changes in hazardous waste generation and waste management across the nation and states.

SB 14 Reports

In California, Senate Bill 14 (SB 14), or the California Hazardous Waste Source Reduction and Management Review Act of 1989, requires hazardous waste generators to document their source reduction efforts every four years. Facilities that routinely generate more than 26,400 pounds of federally-regulated and/or California-regulated waste streams are subject to this requirement.

Hazardous waste generators subject to the SB 14 program are required to prepare and maintain the three following reports onsite at their facilities. This documentation does not need to be submitted to DTSC, but must be made available upon request.

  • Source Reduction Evaluation Review and Plan (Plan)
  • Hazardous Waste Management Performance Report (Report)
  • Summary Progress Report (SPR)

The Plan is a forward-looking document that details the facility’s source reduction initiatives to be implemented the future four-year reporting period. The Plan should summarize the different source reduction approaches evaluated and provide a timetable for implementing the designated source reduction methods.

The Report serves as an evaluation of the source reduction methods selected for implementation. The Report also provides a quantitative breakdown of hazardous wastes generated during the baseline reporting period and compares that to the hazardous wastes generated at the current reporting time.

The SPR is an abbreviated report summarizing past and future anticipated waste reduction goals. Source reduction methods in both the previous and current Plan are identified along with a summary of their impact on past and expected waste generation.
